Job Summary

This position will be part of a team that delivers the local, state, and federal programs to counties, cities and townships statewide. This position will provide leadership in the facilitation, development, and oversight of local highway safety programs and initiatives and the administration of state and federal and state aid emergency disaster relief on the local system when a disaster is declared.

Qualifications

Minimum Qualifications:

Employee must be licensed as a professional Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design or be able to obtain licensure through reciprocity.

AND

Three years of experience as an Engineer Senior or equivalent in the following areas:

Project management experience and understanding in highway design utilizing State-Aid policies and rules; comprehensive elements of traffic safety design, practices, fundamentals, and requirements;

Knowledge, understanding, and experience with two or more of the various funding sources such as; state transportation bond fund funds, state aid funds, trunk highway funds, local road research funds, and federal funds used for funding various transportation projects for emergency disaster recovery and traffic safety programs;

Federal Highway Administration (FHWA) regulations, policies, and the process for local federal aid projects.

Oral and written communication skills, as well as human relation skills, for fostering internal and external relationships and partnerships associated with all aspects of the delivery of the programs. These skills will facilitate the administration of the programs, preparation and participation of training opportunities and website guidance materials, and ability disseminate technical information related to state and federal rules and policies dealing with design and construction of the local transportation system.
